The Texas Alcoholic Beverage Commission (TABC) released updated guidance this week clarifying Sunday sales hours for off-premise retailers following March legislation amendments. The changes take effect April 15, 2026.
Under the revised rules, package stores and licensed retailers can now begin off-premise sales at 10 a.m. on Sundays, one hour earlier than the previous 11 a.m. start time. Sunday closing time remains 2 a.m. Monday morning. The change applies statewide to all licensed beer, wine, and spirit retailers.
“This adjustment aligns Texas Sunday hours with Monday through Saturday availability, reducing operational complexity,” TABC stated in official guidance. The rule change came from House Bill 847, which passed with bipartisan support in the Texas legislature.
Retailers must update point-of-sale systems and staff training before April 15. TABC recommends notifying customers of the earlier opening time through signage and advertising. The agency has waived registration fees for system modifications made before June 1, 2026.
On-premise retailers (bars, restaurants, clubs) maintain existing Sunday hours: 11 a.m. to 2 a.m. Monday morning. These hours were not affected by the legislative change.
Industry analysts expect the one-hour shift to modestly increase Sunday revenue, particularly for retailers in high-traffic areas. Early estimates suggest 3-5% uplift in Sunday off-premise sales volume, though some retailers express concern about staffing costs during early morning hours.
The change does not affect grocery store and convenience store restrictions. Those venues must still comply with separate Sunday sales windows established by local regulation. Multi-outlet retailers should verify compliance with individual city and county ordinances before implementing system changes.
TABC has scheduled regional webinars throughout April to address compliance questions. Retailers can register through the agency’s website. Violations after the April 15 effective date may result in fines up to $500 per occurrence.
